graphicAgoura Hills has a city council and city manager form of government. The Council consists of five citizens who are elected to 4-year terms, and serve as the policy-making body for the city. The Council chooses one of their members to serve a one-year term as mayor. The mayor presides over meetings and sets agendas, but is otherwise equal in authority to other council members. Council seats are not full-time jobs, but largely voluntary positions. The city manager is a city employee and the chief administrative officer of the city. The city manager reports to the city council.

As a "contract" city, Agoura Hills provides most of its services to citizens by contracting with other agencies rather than through its own employees. Police services are provided through a contract with the Los Angeles County Sheriff's Department. Public works, fire and health services are also provided by county agencies.

The city maintains its own Community Development Department that oversees planning, building regulation and code enforcement. Recent years have brought a large number of exceptionally high quality commercial developments to Agoura Hills. The city has become a very popular location for corporate offices.

Agoura Hills also provides an extensive array of recreation and cultural programs through its Community Services Department, which oversee the city's parks and recreation facilities. Among the programs offered are free summer concerts in the park, a bicycle safety rodeo, after-school programs, organized sports, bus trips to local attractions, and many other activities for children, teens, adults, and seniors.

Also at City Hall, the Planning commission meets on the 1st and 3rd Thursday at 6:30 p.m., and the Community Services Advisory Committee meets the 2nd Thursday of each month at 7:00 p.m.
