The Town of Apple Valley was incorporated in 1988 as a general law city. Wishing to retain the hometown feeling embedded in the rural roots of the community, the incorporation drive chose “town” over “city” (although both terms mean the same thing under California law). Celebrating 20 years as a town in 2008, the five-member Town Council is proud of the accomplishments achieved in 20 short years, and continue to base their decisions on whether the outcome contributes to “A Better Way of Life” for residents, businesses and visitors.
Town Hall is located at the Apple Valley Civic Center at 14955 Dale Evans Parkway. Opened in 2002, the 25,000-square-foot Town Hall houses most town departments, as well as a recreation center and the Council Chambers. The Civic Center is also home to the Newton T. Bass San Bernardino County branch library (a 19,000-square-foot facility) and a 13,000-square-foot building that houses the Police Department and Code Enforcement Department. A 22-acre site immediately adjacent is under development as Civic Center Park, and includes a new aquatic center. The Town also operates 15 park and special-use facilities, including the James A. Woody Community Center and Gym, Horsemen’s Center and various neighborhood parks.
The Town of Apple Valley has a $104.4 million budget across all funds for fiscal year 2008-09. An aggressive road repair and capital improvement program has resulted in the paving of 90 percent of the 400 miles of roads in Apple Valley since incorporation. The Council’s “Vision 2010,” outlines the top 10 priorities, including roads, economic and retail development, community enhancement and recreation and park facilities and programs.
