Citizens elect five City Council Members to staggered four-year terms. The Council, in turn, elects a Mayor and Mayor Pro-tem from its own membership. The Mayor serves a one-year term, presides at Council meetings, and has one vote–the same as the other members.

A City Manager, appointed by the Council, is responsible for the general conduct and administration of all City business.


The City Council encourages and facilitates citizen participation in local government by using several boards and commissions. These groups have varying levels of duties and responsibilities, but all assist in the formulation of city policies in their respective areas. Meeting times and places are available from the City Clerk at 344-9222.
