The City of Pomona was incorporated in January of 1888 and has a Council/City Manager form of government. The City Council is made up of individuals representing six districts and the mayor. The City Council, comprised of the elected representatives of the City of Pomona, provides legislative and policy leadership, ensuring the efficient and cost-effective implementation of City mission and goals. The six council members are elected by district and serve four-year terms. The Mayor is elected at large and serves as the presiding officer of the City Council and the official head of City government. The City Council appoints the City Manager, City Treasurer, City Attorney, City Clerk, and members of various commissions, boards, and other citizen advisory groups.

Pomona’s bright future is kept safer by the commitment and dedication of professional police and fire personnel.

181 sworn officers and 150 civilian personnel comprise the Pomona Police Department. A community-oriented policing philosophy translates into a wide range of programs for Pomona residents. Neighborhood reclamation and revitalization programs, bicycle/pedestrian safety, substance abuse education, and neighborhood substations are among the many exceptional police department programs. Overall crime in Pomona has shown a steady decline since 1993, including a 44% decline over the past decade. Specialized areas in the police department include a K-9 program, and Mounted Unit division.

The County of Los Angeles Fire Protection District has provided fire and emergency service to Pomona residents and businesses since 1994. Eight fully-staffed fire stations serve the public from strategic locations throughout Pomona. Specialty units and paramedic squads provide emergency response and medical treatment.
