The city of Walnut Creek is run by a city manager/council form of government. Each of the city council members is elected at-large and serves four-year staggered terms in office. The council sets policy, approves budgets and enacts local ordinances.
- The two-year budget is adopted every spring in even-numbered years
- Walnut Creek was the first city in the nation to adopt two-year fiscal budget beginning in 1978
