The Town of Estes Park was incorporated in April of 1917. It is governed by an elected Mayor and a six-member elected Board of Trustees. A Town Administrator carries out the business of the Town, in accordance with decisions made by the Board of Trustees. The general fund, from which town services are provided, is based on sales tax, a large percentage of which is generated by the towns tourism economy. The Town Police Department consists of 17 full-time and one part-time officer. The Sheriffs Department, which patrols outside of the Town limits, has one sergeant and four officers. The Fire Department has one full-time chief and 39 volunteers. The fire protection area is about 100 square miles, and equipment includes five engines, one ladder truck, one rescue truck and one dive rescue truck. Crossroads Ministry provides emergency relief for food, shelter, utilities and prescriptions for indigent and low-income families, as well as those facing short-term needs. Quota Club provides funding for the three ambulances in town. Other social service groups include Habitat for Humanity, Victims Advocates, the Multi-Cultural Center, the Youth Center and Partners. Civic organizations include two Rotary clubs, Kiwanis, Lions, Masonic Lodge, Womens Club, Newcomers Club and Christian Womens Connection.
