Community Introduction

Frank Saverino, Sr., Mayor of Carol Stream, wants to personally thank the Chamber of Commerce for preparing this excellent community resource and ask residents to keep their hard earned dollars in their community by shopping local. Shopping locally keeps money in our local economy, as dollars spent in locally-owned business have up to three times the impact on the community as those spent at corporate chains. There is a strong multiplier effect within the community for every dollar spent locally, whether it is for retail goods or services. Every dollar that a community member spends outside the community diminishes the economic health of the community. In addition, a healthy retail sector is attractive to new businesses. Without it, communities do not stand much of a chance of attracting new businesses that increase the variety of products and services available for purchase.

The Village was incorporated on January 5, 1959 by a 46-1 vote, and Judge Guild, who canvassed the vote, set January 31, 1959 as the date for the first municipal election to establish the initial governing board. These were exciting times in the history of our community and since those days over 51 years ago, steady progress has been made by subsequent governing boards working closely with community leaders and dedicated citizens to make Carol Stream what it is today – a full service suburban community with great schools, an award-winning park district, a strong and dedicated business sector, a wonderful regional transportation system and proximity to some of the region’s best retail shopping centers.

The Village continues its close working relationship with the Carol Stream Chamber of Commerce to make sure the steady growth of our local business economy. The Village is dedicated to business retention and meets with several businesses each year to discuss outstanding issues and to share information on regional and state business development resources to support your company. All throughout 2010 the Village partnered with Commonwealth Edison to introduce our businesses and industries to the Smart Ideas for Your Business Program. The focus of these programs is to provide financial incentives to Illinois business to assist them in reducing their ongoing energy demand. In 2009, 17 Carol Stream businesses submitted applications that secured over $265,000 in financial program incentives that have reduced across-the-board energy use by 4.1 million kilowatt hours in the first year. We challenge all Carol Stream business to make energy management a part of their mission in an effort to improve your competitiveness, especially during these challenging economic times.
