A council-manager form of government with a five-person city council administers a modern city with more than 34,000 residents. The council consists of a mayor and four members. An appointed professional city manager oversees the day to day operations of city government. The city also sits as the county seat of Tazewell County. The Pekin Police Department has 44 sworn officers, auxiliary police officers, special services personnel, a K-9 unit and Chaplaincy Corps for counseling. The officers conduct D.A.R.E. programs and VEGA (Violence Education Gang Awareness) instruction in community schools.

The Pekin Fire Department operates from three strategically positioned stations. Department personnel are constantly trained and proficient in many emergency response specialties. The department’s state-of-the-art equipment is meticulously cared for. Pekin also operates an Emergency 9-1-1 and fast response Rescue Squad. Pekin’s Fire Insurance Class is rated: 4 in city, 7 outside.

Natural gas and electric service is provided to the community by CILCO (Central Illinois Light Co.) a subsidiary of AES, Inc. Illinois-American Water Co. provides potable water to the area, Gallatin River is the telephone service supplier and cable television is AT&T Cable Services. The City of Pekin provides wastewater services as well as recycling and garbage collection.
