The City of Rolling Meadows operates under a City Manager form of government. The mayor chairs the City Council, which is made up of seven aldermen who are elected to represent each of the city’s seven wards. As the city’s chief elected officer, the mayor serves as its top representative and as liquor commissioner. He also appoints individuals to serve on the city’s committees and commissions, with the approval of the aldermen.
Rolling Meadows is home to the Cook County Third Municipal District Court House, a part of the vast Circuit Court of Cook County. This circuit stands as not only the largest of the state’s 22 judicial circuits, but it is also one of the largest unified court systems worldwide.

The Rolling Meadows Police Department has earned recognition from both the Illinois and the International Association of Chiefs of Police for its successful community policing and problem solving efforts. This philosophical focus began in 1990 and has resulted in the establishment of the Police Neighborhood Resource Center, which started as a small satellite police department and has grown into what is now the nucleus of the city's social and senior services. Partners in this venture include Northwest Community Hospital, local schools and Harper College, and various local businesses and social organizations. The Rolling Meadows Police Department was the 21st police department in the State of Illinois to receive international
accreditation by the Commission of the Accreditation of Law Enforcement. In doing so, it committed to adhering to professional standards of operation as a police department dedicated to serving its citizens. The 57 full-time officers and 46 civilian support employees enjoy a modern police facility, which contains a 911 dispatch center, a fully equipped exercise center and locker rooms, a pistol range and a spacious parking lot for its fleet of diverse vehicles.

The Rolling Meadows Fire Department is a team of highly trained specialists committed to providing the safest, quickest and most efficient response to requests for help. The department currently employs 52 full-time members. The department provides fire, rescue and emergency medical services to the citizens and visitors of the Rolling Meadows Community.
The department is an active member of the Illinois Mutual Aid Box Alarm System’s Division One. This system allows neighboring fire departments to assist each other by sharing resources as needed during large-scale incidents or special rescue situations such as dive rescue, technical rescue and hazardous material emergencies.

The department provides advanced life support service in conjunction with the Northwest Community Emergency Medical Services System, Illinois Region IV. The system and region are governed by the Illinois Department of Public Health. In addition to 911 emergency calls, the department provides public education and fire code enforcement services within the community.
Rolling Meadows has a strong sense of community pride. Numerous civic and social clubs include the Rotary, Kiwanis and Jaycees. Youth organizations include Boy Scouts of America (Northwest Suburban Council) and Girl Scouts of the USA (Illinois Crossroads Council).
