
Don DeWitte, our mayor newly elected in 2005, has pledged to strengthen the business community. Collaboration has been key. As representatives of city government, the Mayor and City Administrator meet monthly with representatives from other taxing bodies. The Economic Development Department meets monthly with representatives from the Chamber of Commerce, Downtown St. Charles Partnership, Convention and Visitor’s Bureau, and other taxing bodies. These groups have formed a consortium, known as the Community Partnership Alliance (CPA), which strives to coordinate inter-program activities. Together, they work to ensure the City retains its status as a regional leader in commerce, industry, and government management.
These meetings are just one example of the City’s continuing efforts to be stewards of the community by engaging the citizenry and collaborating with community leaders. The Annual Town Meeting, National Night Out, Focus Groups, House Calls, Business Calls, and Business Retention programming also exemplify the City’s commitment to maintaining dialog with the business and residential communities. The City’s vision statement articulates the City’s intent to:
“Preserve our unique character as a dynamic, prosperous city, maintaining the small-town charm, the natural beauty of the Fox Valley, and the quality schools, parks, and services that make St. Charles distinct. Our historic downtown is the heart of the community and keeping it healthy and vibrant is essential. Building on our heritage, we will balance nature and development, ensuring St. Charles remains a safe and desirable place to live and work for generations to come. We aspire to be a community where all modes of transportation can provide safe and efficient access to our amenities. To create this future, we will foster community participation while embracing the diversity that comes with change.”
The City of St. Charles is committed to “continuous improvement” and self- assessment. How does “what we are doing?” match with “what needs to be done?” Are there better ways to do it? Are perceived needs in alignment with the desire to maintain a healthy community? In 2003, the City received the Lincoln Bronze Award for Commitment to Excellence from the Lincoln Foundation for Performance Excellence. The Lincoln Awards program is a rigorous examination of an organization’s improvement processes. St. Charles is one of only a few municipalities to “medal.” The judging criterion is similar to the Malcolm Baldrige National Quality Award, which is awarded to businesses in the private sector.
The City’s yearly Business Plan outlines new projects and initiatives that go above and beyond the maintenance of existing services and ensures that these new objectives bear relationship to City goals. As a result of this continual self-assessment, the City continues to seek ways to deliver customer-focused services.
The convenient St. Charles Community website (www.st-charles.il.us) provides links to the websites of government and service organizations, local businesses and non- profit groups with websites. Continued improvements to the city site include addition of all application forms (employment, building permit, zoning, and PUD permits), building permit information, and updates on new developments within the City.
