The City of Portage is served by an elected mayor, clerk-treasurer and a seven-member City Council who each serve four-year terms. Elections in Portage consist of primary (parties select candidates for the general elections in May) and general elections (held in November). The City provides full complement of governmental services (with the exception of water) including full-time police and fire departments. The Portage Police Department employs 52 sworn and 22 reserve officers as well as 14 civilians. It offers a canine unit and detective bureau in addition to 9-1-1 dispatch. The Fire Department also handles emergency medical response calls. The City receives its income from a share of real estate property taxes, sewer fees and trash collection fees (residential) and the State.
