Oskaloosa has a mayor/council system of government. The mayor is an official elected for a two-year term. Each member of the seven-member council serves a three-year term. The County of Mahaska has three supervisors. There is no county administrator. Each supervisor serves a three-year term.

The city and county provide for the following boards and commissions: Historic Preservation, Civil Service, Park Board, Library Board, Planning and Zoning, Board of Adjustment, Disaster Planning, Mahaska County Conference Board, Ad Hoc Recycling Committee, Airport Commission, Water Board, Municipal Housing Agency, Community Development Foundation, Building Code of Appeals, Solid Waste Management Commission, Stephen’s Memorial Animal Shelter Commission, and an Emergency 9-1-1 Board.

Additionally, the City of Oskaloosa supports a D.A.R.E. program, a K-9 program, and works with Mahaska County in the emergency 9-1-1 service. The City of Oskaloosa has a thirteen member, full time fire department and has an eleven member reserve department. Nine members from the reserve department are crosstrained as emergency medical technicians and firefighters.
