The city of Sterling Heights is governed by a Council-Manager form of government. The city council sets legislative policy and appoints a professional city manager to supervise the day-to-day operations of the city. The council-manager form of local government combines the strong political leadership of elected officials in the form of a governing body, the city council, with the strong managerial experience of an appointed local government manager. The council-manager form establishes a representative system where all power is concentrated in the elected council and where the council hires a professionally trained manager to oversee the delivery of public services.

The City of Utica is run by a Common Council, which consists of a Mayor and six members who are elected at large. Three Common Council members are elected every two years, with a term of office of four years.

The Charter Township of Shelby is governed by an elected seven member Board of Trustees, with each member serving a four-year term.

The Supervisor, Treasurer and Clerk are all full time positions, while the four Trustees are part time. All Board members have an equal vote on Township matters that come before them.

Each town is responsible for its own fire and police departments, which, through cooperation with the local government and townspeople, maintain a safe and enjoyable place to live.
