Creve Coeur and Olivette are both governed by an elected city council, which enacts legislation and establishes citywide policies. The Mayor of Creve Coeur is elected to a three-year term; Council Members are elected for two-year terms. Two council members are elected in each of the four Wards and the City, and the Council elects one member to serve as President for one year.

In Olivette, the Mayor is appointed by the City Council for one year. Council members are elected at large for three-year terms. The Olivette City Council appoints a professional City Manager to administer the day-to-day operations of the City.

The cities of Creve Coeur and Olivette share an interest in economic development and both cities provide economic incentives to encourage growth and development.

The Creve Coeur Police Department consists of a nationally recognized force of 50 commissioned officers and 13 support staff with an average response time of four minutes. Partnering with local resources, the department offers a comprehensive community and problem oriented policing agenda with such programs as DARE, School Resource Officer (SRO), Neighborhood Watch, Bicycle Patrols, independent Business Watch Groups and various traffic safety programs. In 2002 the city of Creve Coeur added the Terrorist Incident Response annex and 80 percent of police department personnel are trained in weapons of mass destruction.

The Olivette Police Department also offers a variety of safety programming such as Operation We Care, Neighborhood Watch and Vacation Watch. The Olivette Fire Department has a career staff of 22 with around 406 fire calls and 781 EMS calls each year.

The Creve Coeur Fire Protection District, a leader in St. Louis County for the Hazardous Response Team, covers an area of about 25 square miles and protects a population of approximately 55,000 people, rising to a daytime population of 130,000. It responds to 5,000 calls each year, 3,800 of which are EMS related. Thirty-eight percent of the District’s personnel are Hazardous Materials Technicians, 55 percent Specialized Rescue Technicians and 75 percent are Paramedics. The District also assisted in training local police departments in weapons of mass destruction and the Missouri State Highway Patrol SERT team. The District’s equipment includes three Life Support Vehicles, two pumpers, a 110 ft. ladder truck and a rescue boat.
