In a rural area, particularly, the school is a hub for the community. It not only serves an educational role, but as a social center as well. Families gather for sporting events, awards ceremonies, concerts, dinners, and fund raisers. When a school is successful, so is its community. Randolph County has five public school districts: Moberly, Westran, Higbee R-III, Northeast R-IV, and Renick R-V. All are K-12 except Renick which is K-8. All are in the process of or have just completed aggressive building programs to improve their facilities.
Private schools in Moberly are St. Pius X Catholic School (K-8), Maranatha Adventist School (K-12), and Terrill Road Christian School (K-12). Moberly Area Community College was founded 1927 and today is a thriving, growing campus located at the west end of Rollins Street on College Avenue, with an enrollment of approximately 2000. MACC offers both day and evening classes, on-campus, off-campus, and dual credit in the area high schools. The emphasis is on low student-teacher ratios, individualized attention, and respect for the rich diversity of students served. More than 800 courses are offered during the academic year. Students wishing to complete their four-year degree at MACC may take advantage of the "Plus Two" partnership with Columbia College, begun in 1996. A quality education coupled with convenient, flexible scheduling allows students to earn a degree in business administration, history, or independent studies. Central Christian College of the Bible is a four-year college, established in 1957. Three degrees, bachelor of science, bachelor of arts, and bachelor of theology are available. The purpose of this institution is to train church leaders and Christian workers for service both in and outside of the church. Accelerated evening programs, designed specifically for professional men and women, are offered in the Moberly area by the Williams Woods University College of Graduate and Adult Studies. The programs are offered at the Central Christian College of the Bible and are held one night per week for four hours. William Woods primary campus is in Fulton, Missouri. Adult and community education classes are offered through Moberly Area Vocational School. Subjects such as cooking, golf, and line dancing are offered "just for fun." Those who need to upgrade their job skills may choose from a list which includes electronics, welding, and computer classes. Class length ranges from one to twelve sessions.
Located within the hospital are a number of ancillary departments including 24-hour laboratory service, a Level III Trauma Center emergency room, and a complete physical therapy department. A geropsychiatric unit focuses on the medical and psychiatric needs of patients over 55 years of age. The hospital has three operating suites with recovery rooms and a critical care unit plus a state-of-the art birthing room. The radiology department is equipped with diagnostic x-ray, ultrasound, mammography, CT, and nuclear medicine equipment. Cardiac and pulmonary rehab, fitness programs, and physician-ordered diagnostic stress tests are handled in the hospitals Wellness Center.
There are three excellent nursing care facilities within the county. All are Medicare and Medicaid approved. Most provide long-term care as well as post-surgical, rehab and recuperative, respite, and adult day care. Several residential facilities are also available for individuals who are capable of functioning in a less restrictive environment yet still require assistance with medical needs for daily living. Home health care programs and hospice programs provide individualized medical care in the comfort of ones own home. Rehabilitation services are available from several area providers. These services round out the total health-care package available to the residents of Randolph County and the surrounding area.
Public safety for the city is in the capable hands of the Moberly Police and Fire Departments. The police department has 37 officers, eight civilian employees, and the local enhanced 911 service for the 263 and 269 prefix areas. In addition, the police department has weather and emergency management communications equipment to announce emergencies to the public. The Moberly Fire Department operates out of two modern stations with four major pieces of equipment, including pumpers and a 100-foot aerial ladder truck. Fire insurance rates are excellent for the city due to an emphasis on training and equipment to meet insurance company requirements. The city offers excellent water and sewer, trash and recycling services as well. Curbside recycling is provided and residents pay for trash on a "pay as you use" per bag system. Moberly is one of the few communities still operating its own landfill. Ample water supply from city-owned Sugar Creek Lake provides clear, clean and safe drinking water. A new wastewater treatment plan is now "on-line" and is able to treat 2.5 million gallons of wastewater each day. The citys street department takes care of cleaning, patching and repairing streets on an on-going basis. A designated sales tax provides funds for major street repairs, expansions, and improvements.
The county seat is located in Huntsville. Offices of the commissioners, county clerk, assessor, recorder, and treasurer are found in the courthouse located there. A circuit court, sheriffs office, and other court-related offices are housed in the Moberly courthouse. The Randolph County Ambulance District provides service to the entire county. Located east of the Highway 24 and 63 intersection, the headquarters is near the hospital and only a few minutes from anywhere in the county. In addition to ambulance services, the district provides extrication and an underwater rescue team.
