Rochester Government

Rochester operates under the City Manager/Council form of government, providing the effectiveness of a professional city manager and responsive elected officials. The City Manager is hired by the City Council to effectively manage the city. A Mayor and 12-member City Council are elected by popular vote of the city’s residents. Most city departments are housed within City Hall, located in the center of downtown Rochester, and are ready to serve its citizens.

The construction of the city’s new wastewater treatment facility will assure service to business and accommodate the needs of a growing community.

Rochester’s Master Plan process provides members of the community an opportunity to discuss the assets and concerns of the city — including infrastructure, downtown, land use, transportation and comprehensive rezoning. Individuals and businesses work together on committees designed to evaluate and direct city leaders in planning and development. This valuable process results in a clear vision and planning document for leaders to follow on future development.
