Business people in the Greater Vineland area don’t have far to look for help with questions or problems associated with their businesses. Encouraging and assisting relocations and expansions in the area’s business and industrial sector is the work of our City and County Economic Development offices.

The Cumberland County Department of Planning & Development is dedicated to enhancing the quality of life for the citizens of Cumberland County by working to promote new jobs and industry while protecting our unique environment and cultural heritage. They work with each of the fourteen municipalities on many business development, planning, and environmental programs. The Department provides administrative oversight for the Office of Public Information, maintains the County Historic Register, is an affiliate of the State Data Center (which provides a wealth of demographic and census information) and is home to the Cumberland County Geographic Information System, a computerized mapping program. Cumberland County

The City of Vineland Office of Economic Development provides useful information to assist in the decision making process when choosing business location, such as demographics, market access, workforce, business incentives, corporate climate, infrastructure and lifestyle. The office is located in Vineland City Hall, 640 E. Wood Street, Vineland (856) 794-4100.

The Cumberland County One Stop Career Center Business Resource Center provides business solutions to small and mid-size employers. The BRC addresses workforce development requirements associated with recruitment and training. A secondary role is to help companies navigate government agencies and non-profit organizations to find information about new business development, loan programs, child labor laws, general wage and hour information, labor market data, and permitting issues. The One Stop Career Center is located at 275 North Delsea Drive, Vineland (856) 696-5660.

Two additional government agencies operating in the area –– the Urban Enterprise Zone (UEZ) and the Cumberland Empowerment Zone –– offer free services that can help build your business and increase the bottom line.

The Vineland/Millville Urban Enterprise Zone enables businesses in the zone to qualify for exemption from the N.J. Sales and Use Tax on most goods and services. This includes construction costs, office furniture and equipment and office supplies. In addition, UEZ-approved retailers are eligible to charge reduced sales tax (3 1/2% rather than the standard 7%.) Businesses can also take advantage of employee tax credits and low interest loan programs ranging into the millions of dollars that are available for business development and expansion. The Federal Empowerment Zone is designed to revitalize depressed rural and urban areas through federal monies, grants, loans and tax incentives. The Cumberland Empowerment Zone Corporation (CEZC) is a joint effort for Vineland, Millville, Bridgeton and Commercial Township to build new economic opportunities and improve the quality of life in Cumberland County. There are three key goals the Zone addresses: Create new jobs and expand economic opportunity, strengthen family structure and promote self-sufficiency, and affirm long-term community and environmental viability. The CEZC office is located at 2 N. High Street, Millville (856) 459-1700.

Together, these groups are working to enhance and improve the economic climate of the region.

Government officials strive to preserve the quality of life that every citizen deserves. The City of Vineland has a Mayor and City Council form of government, all of whom are elected for four-year terms. The public safety services offered include police, fire, emergency medical services, and community nursing.

The Vineland Municipal Electric Utility, the only municipally-owned electric generating utility in the State of New Jersey, has been providing electric service to the residents of the City for over one hundred years.

The City’s Water Utility was established in 1900 by the purchase of an existing private system of mains and pumps. It is currently responsible for water supply, treatment and distribution.

The Landis Sewerage Authority owns and operates an advanced wastewater treatment facility. It is the largest public wastewater facility in New Jersey that, after treatment, discharges all of the water back to the groundwater to recharge the aquifer. The authority also utilizes all of the biosolids produced from wastewater treatment on its own farm.
